The laws are in place to force landlords to mitigate for lead. The problem is, renters have no way of knowing the level of lead they are living in, and they aren't aware their kids are in danger. If they knew, they would do something about it, right?
Lead tester kits that cost a dollar could fix that.
Is it that hard to detect lead in paint and dust? It seems as though lead should be really easy, there's got to be dozens of chemical reagents out there. Coat a cheap reagent on a swifter duster and see if it turns red, or put all your dust rags in a bucket of water and add a few drops and see if it catches fire?
The article makes it seem like the solution is political will and public health programs and government regulation and better scientific studies, but greed could be the motivator: mothers test, so they can find an ambulance chasing lawyer who will sue the shit out of their greedy landlord.
